after that a new window will appear. from the Action menu, select Scan for Hardware Changes". this will enable Windows hardware detection to locate and find newly installed devices. when finished, close all Device manager and control panel. notice if your USB device is already there and successfully detected ?. if not try restarting your computer and plugging your device back in.

In addition to the above method, if it still doesn't work, try disabling or disabling the Power Management facility of the USB Root hub. the steps are as follows
